Rising concerns over recent escalations in the East Sea (South China Sea)

The public opinions in the regions and the world over once again raised their eye with much concerns over recent escalations in the East Sea or South China Sea. Though coping with the novel coronavirus 2019 (COVID-19) pandemic outbreak throughout the world, China has carried out many activities which infringe over the sovereignty of coastal countries since January 2020.

On 2 April 2020, a Chinese coastguard vessel hindered, rammed and sunk the Vietnamese fishing boat No. QNg 90617 TS with eight Vietnamese fishermen on board while carrying out normal fishing activities in the waters of the Paracel Islands of Viet Nam. In an escalated step, China on 18 April 2020 released announcement on the establishment of the so-called "Xisha district" and "Nansha district" under "Sansha city". One day later, China announced the so-called the "name standardization" for 80 islands, reefs, beaches, sandbanks in the East Sea of which some are located deep within the Exclusive Economic Zone of Viet Nam, only less than 60 nautical miles from the Viet Nam's coast, or about 50 nautical miles from Viet Nam’s baseline.



In an earlier event in early January 2020, a lot of Chinese fishing ships did fishing in the sea northeast of the Natuna island, forcing Indonesia to increase their navy forces to chase these ships. Other countries in the regions such as the Philippines, Malaysia, Japan and South Korea also have been challenged by Chinese hostile activities violating their sovereignty.



Reactions to those bully activities, the Philippine Department of Foreign Affairs (DFA) on April 8 issued a statement expressing its deep concern over a China coast guard ship’s hitting and sinking of a Vietnamese fishing vessel in the East Sea. The DFA notes that such incidents undermine the potential of a genuinely deep and trusting regional relationship between the Association of Southeast Asian Nations (ASEAN) and China. The DFA also recalled Viet Nam’s humanitarian act of saving the lives of Filipino fishermen in the past, stressing that it created much trust. "We have not stopped and will not stop thanking Viet Nam".



Meanwhile the US Department of Defence issued a statement on April 9, 2020 expressing its deep concern over the collision that led to sinking of a Vietnamese fishing vessel near Viet Nam's Paracel Archipelago in the East Sea. The statement reads "China’s behavior stands in contrast to the US's vision of a free and open Indo-Pacific region, in which all nations, large and small, are secure in their sovereignty, free from coercion, and able to pursue economic growth consistent with accepted international rules and norms". The US will continue to support efforts to ensure freedom of navigation and economic opportunity throughout the entire Indo-Pacific, it said.



Over the incident, US senator Jim Risch, Chairman of the Senate Foreign Relations Committee and Senator Cory Gardner, member of the Committee and Senator Ed Markey, Chairman of the Senate Foreign Relations Sub-Committee on East Asia, the Pacific, and International Cybersecurity Policy expressed serious concern, saying this is the latest evidence of China's unruliness, threatening its neighboring countries to impose excessive claims. The senators criticized China for continuing its aggressive and divisive behavior in the East Sea, blatantly violating international law and considered these activities as unsafe, unacceptable and deserving condemnation, the US will work with allies and partners in the region to ensure a free and open India-Pacific, promoting peace in the East Sea.




Yomiuri Newspaper of Japan on April 20 commented that China urgently announced the establishment of two administrative districts on artificial islands and officially announced its name in Chinese for entities in the East Sea to realize the reality, change the status quo by force to show the world that China is exercising its actual management over the islands in the East Sea.




In reponse to the above-mentioned activities of China, spokesperson of the Ministry of Foreign Affairs of Viet Nam Le Thi Thu Hang stated: “Viet Nam has firmly stated on various occasions that Viet Nam has ample historical evidence and legal basis to affirm its sovereignty over the Paracel and Spratly Islands. Viet Nam's consistent position is to strongly protest the establishment of the so-called “Sansha city” and related acts as they seriously violate Viet Nam's sovereignty, are invalid and not recognized. These acts are not conducive to the development of the friendly relations between countries and further complicate the situation in the East Sea, the region and the world. Viet Nam demands that China respect Viet Nam’s sovereignty and annul its wrongful decisions and not repeat similar activities in the future”.
